Pool care around Etobicoke

Etobicoke pool owners work under Toronto's fence permit and gate rules, its snow-clearing rules, and its sewer discharge limits, across communities from Mimico and Long Branch on the lake to Rexdale and Thistletown in the north.

Owners must obtain an approved Zoning Certificate and a Pool Fence Enclosure Permit to install an enclosure, so a new pool or renovation needs permit time planned before work starts.

Pool gates must be self-closing and self-latching and kept locked except when the pool area is in use, so a gate that fails these rules needs repair before the season.

Residents must clear sidewalks beside their property within 12 hours of the end of a snowfall of 2 cm or less, so late-season closings and early-season openings share the calendar with snow clearing.

Communities and neighbourhoods around Etobicoke

The Pool Club serves Etobicoke homeowners, and Etobicoke is made up of many distinct communities. Mimico was incorporated in 1911 on land taken from Etobicoke township. New Toronto, a lakeside community, was incorporated on January 1, 1913. Long Branch was incorporated in 1930 as a village. Alderwood, in the Lakeshore area, was originally a suburb of New Toronto.

Humber Bay is a historic gateway community to Toronto that the Queen Elizabeth Way split in 1938. Islington is the former administrative centre of Etobicoke and later its downtown, near the central Six Points intersection. The Kingsway is an affluent neighbourhood in the Humber Valley area of central Etobicoke. Markland Wood, along Bloor Street West and mostly single family housing, is the farthest western community.

Thorncrest Village is a low-density residential area that filled in rural land between older communities after the war. Rexdale in northern Etobicoke was first developed as an urban area by Rex Heslop in the post-World War II years. Thistletown is a 19th-century community in northern Etobicoke that grew along Albion Road. Eatonville is an older community west of Islington in central Etobicoke. These communities are named for local context, and the service area is Etobicoke as a whole.

Pool permits and rules in Etobicoke

Etobicoke pools fall under Toronto's fence rules. A swimming pool means anything on private property used for swimming, wading, or bathing that is 60 cm deep or more at any point. Owners must obtain an approved Zoning Certificate and a Pool Fence Enclosure Permit to install an enclosure, and site plan reviews are typically completed within 10-20 business days of a complete application.

A hot tub or spa with a cover permanently attached that can be locked does not need a Pool Fence Enclosure Permit. Minimum enclosure height is 1.2 metres for a single residential property and 1.8 metres for multiple residential and non-residential properties. The fence must sit at least 1.2 m from the pool edge and 1 m from easily climbable objects such as trees.

Gates must be self-closing and self-latching and kept locked except when the pool area is in use, and double gates need a lockable drop bolt. A pool cannot be filled until the City has inspected and confirmed a permanent enclosure. Etobicoke wards 1, 2 and 3 are served by the West District Municipal Licensing and Standards office at the Etobicoke Civic Centre.

Owners can request an exemption from their Community Council. Confirm current rules with the city before starting any pool project.

Pool season and water in Etobicoke

Snow rules and water rules both touch the Etobicoke pool season. When snowfall is 2 cm or less, residents must clear sidewalks beside their property of snow and ice within 12 hours of the end of the snowfall, and city crews start on public sidewalks at 2 cm. Etobicoke's residential areas are primarily single-family dwellings, with large high-rise condominium developments in the south near the Humber River.

The Water Supply Bylaw sets out the roles of owners and the City in protecting the water supply system, and the Sewers Bylaw sets strict limits on what can be discharged into sewers and natural watercourses, so check with the city before draining a pool. Closing means balancing the water before the cover goes on, lowering the level to what the cover and freeze line require, and blowing and plugging lines so freeze expansion does not split pipes.

What each visit covers for pool service in Etobicoke

A typical opening visit starts with the cover: it is pumped off, folded, and stored so debris does not fall into the water. Chemistry is tested after the system is circulating, checking free chlorine or salt-cell output in the swimming range, pH, total alkalinity, and calcium hardness. A closing visit works the other way: the water is balanced, the level is lowered, lines are blown and plugged, and a winter cover is fitted so meltwater sits on the cover instead of in the pool.

For a liner replacement, the measurements are length, width, depth, hopper, and corner type, and walls and floor are checked for voids before the new liner goes in. The old vinyl comes out without tearing the walls, then the floor is raked, walls are patched, and the bead track is cleaned.

Questions

Questions from Etobicoke owners

Do I need a permit to enclose a pool in Etobicoke?

Yes, property owners must obtain an approved Zoning Certificate and a Pool Fence Enclosure Permit to install a swimming pool enclosure. A Pool Fence Enclosure Permit is not required when a hot tub, whirlpool or spa has a cover permanently attached that can be locked to prevent access. Site plan reviews are typically completed within 10-20 business days of a complete application.

How high does a pool fence need to be in Etobicoke?

The minimum enclosure height is 1.2 metres for a single residential property and 1.8 metres for multiple residential and non-residential properties. The fence must be no closer than 1.2 m to the pool edge and no closer than 1 m to an easily climbable object such as a tree. Nothing climbable may sit between 10 cm and 1.2 m above the ground outside.

Can I fill a new pool before the fence is inspected?

No, a pool cannot be filled with water or allowed to collect water until the City has inspected and confirmed completion of a permanent swimming pool enclosure. Gates on the enclosure must be self-closing and self-latching, supported on substantial hinges, and kept locked except when the pool area is in use. Double gates need a lockable drop bolt.

What does a pool opening package cover?

Essential and Deluxe both include winter cover removal, cover rinsing and folding, reinstalling pool fittings and plugs, reassembling pump and filter equipment, starting pool circulation, inspecting equipment for visible leaks, initial water testing, initial chlorine shock treatment, a visual equipment inspection, and a photo inspection report.

What weekly pool plans are offered in Etobicoke?

Three weekly plans are offered: Weekly Silver Essential is $59 per week plus 13 percent Ontario HST, Weekly Gold Complete is $89 per week plus HST, and Weekly Platinum Premium is $129 per week plus HST. Gold is the Most Popular tier.

How is a pool prepared for winter?

Closing a pool means balancing the water before the cover goes on, then lowering the level to what the cover and freeze line require. Lines are blown and plugged so freeze expansion does not split pipes. A winter cover is fitted so meltwater sits on the cover instead of in the pool.

Can I drain my pool water in Etobicoke?

Check with the city first, because the Sewers Bylaw sets strict limits on what can be discharged into the sewers system and natural watercourses. The Water Supply Bylaw also defines the roles of property owners and the City in protecting the water supply system. Confirm current rules with the city before draining a pool.

Jovian and Kyle installed our pool last year in South Etobicoke. We have very tight access to the backyard and other pool companies recommend a vinyl pool because of the tight access. We knew we wanted a fiberglass pool and these guys figured it out and got it done with a beautiful Mova Pool. The whole project took no more than 2 weeks. Excellent work with both pool and interlocking. Highly recommend!

Jovian, Kyle, and their team did an outstanding job transforming our outdoor space. It was a major project involving the replacement of interlock, construction of fences, a deck, pergola, and bench, as well as planting and lighting. They worked quickly and efficiently, executing every aspect with exceptional skill and professionalism. Their communication throughout the process was excellent, keeping us informed and confident every step of the way. We couldn't be happier with the results — the craftsmanship and attention to detail truly exceeded our expectations. One of the best testaments to their work is that two of our neighbours have since hired Stone for their own backyard projects!

Thank you so much for making our front yard so inviting, and our backyard one we can now relax and enjoy. Jovian, was amazing to work with on the design, making changes as we requested them, and making suggestions where appropriate. The budget price for the project was fair, and the project came in on budget and ahead of schedule. Professional communications and reliable service. Thanks so much.

Jovian and his team did an amazing job on our backyard patio, clearing out our small deck and replacing it with stone tiles across the width of our house. But he really outdid himself by building a stone bench around 13 feet long from the very basic description I gave him. Seats 6 people and grandkids love to run across the top.

Joe and his team came in and in one week completely transformed the look of our yard. Stone steps and armour stone as well as plantings and a new fence. We get compliments every day from neighbours and those passing by.

Jovian was one of the only contractors that explained to us the proper way of fixing our front stone steps and re-doing our flagstone with a wet lay. After hiring numerous contractors over the years, he was one of the few that I did not have to worry about making sure that the job was done properly, thus alleviating much stress that occurs during projects. He was professional, courteous and work was completed in a timely manner. I would highly recommend his services and will always use Stone Landscaping for anything I need done in the future.
